Every year board members are sworn in to uphold their new and current positions. In 2025 we had our last 'in-person' swearing in at the APCO/NENA Annual Conference in Myrtle Beach, SC.
Our Story
The South Carolina Chapter of the National Emergency Number Association (SC NENA)
is an association that serves its members and the greater public safety community of South Carolina as the only professional organization solely focused on 9-1-1 policy, technology, operations, and education issues.
Our Mission
The South Carolina Chapter supports NENA's mission to foster the technological advancement, availability and implementation of a universal emergency telephone number system (9-1-1). In carrying out its mission, NENA promotes research, planning, training and education. The protection of human life, the preservation of property, and the maintenance of general community security are among NENA's many objectives.

President-
Wendy Rooney, ENP - Spartanburg County
1st Vice President -Wendi Rooney is the Deputy Director for Spartanburg County’s Communications/9-1-1 Department, having begun her career as a 9-1-1 call-taker with the department in 1996. Wendi is the Accreditation Manager for Spartanburg 9-1-1 which has been nationally accredited through the Commission on Accreditation for Law Enforcement Agencies (CALEA) since 2004. She is a nationally certified Emergency Number Professional (ENP) and graduate of NENA’s Communications Management Certification Program (CMCP). Wendi is actively involved in state and national 9-1-1 related professional organizations; serving as co-chair of the NENA Development Steering Committee which establishes operational standards and recommended best practices for the 9-1-1 industry and Member-At-Large for the SC chapter of the Association of Public Safety Communications Officials (APCO). Wendi earned her bachelor’s degree from the College of Charleston in 1995 and her Master of Public Administration (MPA) in Emergency Management in 2005 from Jacksonville State University.

Amy Fletcher Heid - Charleston County
Secretary/Treasurer- Amy F. Heid currently serves as the accountant and wellness coordinator for the Charleston County Consolidated 911 Center, since 2012. She manages a multi-million dollar annual budget as well as assisting the directors with the financial operations and fiscal management of the dispatch center. Amy enjoys serving as the center wellness coordinator, as it is a source of personal accomplishment to be able to reach out and enrich others’ lives. During her career at Charleston County, she has enabled the center to earn gold and platinum awards for being one of Charleston’s healthy businesses for 3 years running, and was nominated for Charleston County employee of the year for 2017. Amy enjoys serving on the SCNENA board and supporting the PSAPs of South Carolina.

Amy McDowell - Greenville County
Immediate Past President -Amy McDowell is the Assistant Director of E9-1-1 for Greenville County, South Carolina’s largest county. She began her career in Emergency Communications over 25 years ago, where she served as a Call-Taker, Dispatcher, and Supervisor, frequently fulfilling any or all of those roles simultaneously. For the last five years, Amy’s duties in the E9-1-1 Office in Greenville County involve working with 9-1-1, CAD, texting-to-911, mobile data terminals, digital video, and providing technical support for eight PSAPs. She has been an Emergency Number Professional for 15 years and serves on four NENA Standards Developmental Committees.
